  * BUG号：无
  * 需求号：无
  * 其他改动说明：修复编译农场 amd64/arm64/riscv64 FTBFS。构建时
    ros-jazzy-ros-workspace 尚未入库，/opt/ros/jazzy/setup.sh 不存在，
    PYTHONPATH 未指向 /opt/ros/jazzy 下的 site-packages，导致 cmake 配置
    阶段 "No module named 'ament_package'"。参照上游 ros_workspace 的
    bootstrap 做法在 debian/rules 中显式 export PYTHONPATH。
  * 其他改动影响域：仅构建环境变量，二进制包内容不变；本包构建通过后
    可解锁 ros-jazzy-ros-workspace 及下游 ament 链
