Change log for ros-jazzy-ament-package package in openKylin

ros-jazzy-ament-package (0.16.4-0noble) noble; urgency=high

  * Simplify removing leading and trailing separators (#152 <https://github.com/ament/ament_package/issues/152>) (#153 <https://github.com/ament/ament_package/issues/153>)
    Previously, we checked if the leading or trailing character was a colon
    and then used a wildcard to remove it.
    It is simpler to just remove a leading or trailing colon. This has the
    added benefit of only using shell built-in functions.
