  * 其他改动说明：修复编译农场 FTBFS（或预防同类 FTBFS）。orig.tar 为
    上游 mono-repo 布局，顶层源码经 dpkg-source auto-commit 补丁引入，
    而 quilt 补丁无法表达新增空文件，导致上游空文件（ament resource
    标记、空 __init__.py、py.typed 等）在源码包中丢失，安装阶段报
    can't copy 'resource/...'。在 debian/rules 配置阶段重建这些空文件。
  * 其他改动影响域：构建期重建空文件，二进制包补回原本缺失的空文件
