Ubuntu virtualization base stack common package

 This package is the common package that every binary package of the Ubuntu virt
 base stack depends on. It has 2 main purposes:
  - delivering common utilities for the base/hwe stack management
  - making sure that only one variant of the stack is installed and avoids mixing
    components from both stacks.
