llama.cpp-riscv binary package in openKylin Huanghe V3.0 riscv64

 llama.cpp enables LLM inference with minimal setup. This package provides the
 command line tools and shared libraries (libllama, libggml), built for RISC-V
 with the RVV (vector) extension enabled
 (-march=rv64gcv_zfh_zvfh_zicbop_zihintpause).
