libgdcm-tools binary package in openKylin Nile V2.0 riscv64

 gdcmdump, gdcmpap3, gdcmgendir, gdcmimg, gdcminfo, gdcmpdf, gdcmraw,
 gdcmscanner, gdcmscu, gdcmtar, gdcmxml programs.
