PPA description

1.由于chroot添加了https://build.openkylin.top/~kylinsoft/+archive/openkylin/loong64 源，所以该ppa没法在编包。会报chroot错。
2.新建一个ppa，来编译龙芯贡献的gcc-12，binutils的更新
